FILM INCENTIVES: Passes in the House – Ted Davis is our champion!

Our buddy  Rep. Ted Davis of New Hanover County has thrown the Hail Mary pass on the House floor, the one year extension that we’ve been praying for for the past couple weeks.  This amendment is not a grant but what is similar to what he originally proposed and got shot down early on in the short session.This time  they would the cap the credit amount for the year at $40 million with the refund to go down to 22.5%.  This part was something that was in his original plan and also what the production companies said they could live with.The amendment to also would lower the max amount a feature or TV production could get from $20 million to $15 million, which is just fine.  Iron Man 3 was the only one who has reached that limit (to my knowledge anyway).  And what we’ve also asked for as we made the 1000s of phone calls and emails, another study to see just how film impacts our state.

A film or TV production would also be required to put an NC logo at the end of a film or TV show as well as identity of each location where they filmed.

It was a very emotional and beautiful speech to the House. “I feel like I am at a murder trial,” said Ted Davis as he began his plead to the House to vote on the amendment. “and there is a death sentence for the North Carolina film incentives.”

After Davis poured his heart out, some of Representatives got up to either support or oppose the amendment.

Rep. Charles Jeter from Mecklenberg supported the amendment.

Rep. Paul Stam from Wake County opposed it.

Rep. Jeff Collins from Nash County opposed it.

Rep. Michael Speciale from Craven County opposed it.

Rep. Larry Pittman from Cabarrus County opposed it.

Rep. Kelly M. Alexander, Jr. from Mecklenberg County supported the amendment.

Rep. Frank Iler from Brunswick County supported the amendment.

Rep. Mike Hager from Rutherford County opposed it.

Speaker Tillis from Mecklenberg County supported the amendment.

The vote in the House was:   77 YAY  and  36 NAY

Next step – 3rd reading is tomorrow for the entire bill 763, not just the amendment.  Then, it goes to the Senate!

UPDATE: I am now hearing that the Senate will reconvene tomorrow morning, only to take a two week break and join up again to vote on the amendments set forth.  I should have more details tomorrow. I will keep you posted!

Not too much action today as Sleepy Hollow and Secrets and Lies are both shooting on the sound stages today and The Longest Ride is still in Jacksonville shooting their bull riding scenes.

According to Deadline he is playing Paul Murphy, the young victim Tom’s father, who’s “currently in the military and about to be deployed for the fifth time. THE WILMYWOOD DAILY – 07/30/2014 – Where the Devil Hides release date, UTD Ratings, Locations and more.

Finally some news on The Devil’s Hand. Well, we know it as The Devil’s Rapture and also as Where the Devil Hides. The Wilmywood shot flick which came here in 2012 will not see a theatrical release, how ever it will be on a small screen near you. Expect to see this horror flick on VOD, EST, DVD and other TV platforms on October 10th. The movie stars Rufus Sewell, Alycia Debnam Carey, Adelaide Kane, Leah Pipes, Thomas McDonell and “Dexter” fav Jennifer Carpenter.

The flick is about something evil that runs amuck in the small village of New Bethlehem where six girls who were born on the same day by six different mothers begin to mysteriously disappear on the eve of their 18th birthday. Is it a serial killer, one of the village elders or a horrific prophecy come true?

RATINGS: Monday night’s episode did not do much for the ratings for Under the Dome.  They matched last week’s series low 1.5 adults 18-49 rating with 6.6 M viewers.

CALL TO ACTION – FILM INCENTIVES: It’s not over yet.

Over the weekend, Tillis and Berger decided it was a great idea to put the grant program in place.  It was hard bill to swallow with just $20 million in the fund as discussed earlier in the short session.  But now they have slashed it in half to a mere $10 million.  $10 million?   It is beyond an insult.

Although, the two top leaders say that the $21.3 billion budget deal is complete except for some proofreading, it has NOT yet been signed into law.  The House and the Senate still have to vote on it.  Most of the media have failed to say that part.  Let me repeat: IT IS NOT OVER YET!

There is STILL a chance they could still extend the film incentives.  And we need your help to get that message across.  We need polite and calm voices to call.  Don’t give them the opportunity to call us a “crazy, angry mob from the film industry!”

UPDATE 07/30/2014 9:45am: HB 1224 will now go to the floor of the House and then on to a Conference Committee – So, we need to POLITELY keep the pressure on!

We need your help telling them this:

  • “HB 1224 is an incentives bill.  Include a one year extension of the current film incentives in that bill and include a study of your own on how film impacts the state.  
  • The most recent STATE report regarding NC Film which included $268M that was spent here in NC in 2014.
  • The $10M grant program WILL NOT work and will push away our current shows as well as new productions to other states.  
  • We hope that you do the right thing.”

Nicholas Sparks’ The Longest Ride is currently in Jacksonville as they are shooting their bull riding scenes.  They will be there the remainder of the week, then they head to Winston-Salem.

Sleepy Hollow is shooting at New Hanover High School as well as the 6th St. bridge, the easement under the 6th St. bridge, and the Independent Ice Company warehouse.  Expect some fun prop gun BANG!s around that area today.

Last night it was Wilmywood against Wilmywood as American Ninja Warrior had Wilmington resident Solomon Harvey competing  and Wilmington shot Under the Dome episode 5 (Reconciliation) aired.  Tough decision on what to watch.  ANW has beat UTD twice in the ratings this season.  We will see later today who was the winner in the ratings battle. Solomon finished 4th and he’s headed to the finals in Las Vegas which will air August 11th on NBC.  Congrats Solomon!

FILM INCENTIVES:  Is no news good news?  Not much to report. They have two options right now.  The grant program or an extension of our current incentives.  I am still praying for that Hail Mary pass which will depend on which strategy they choose.  They are all thinking about the upcoming elections, so I am remaining positive that our film incentives will survive.  The NCGA will be discussing HB 1224 tomorrow (which includes the new incentives that they call the job catalyst fund).  Perhaps while no decision has been made we can remind folks about just how much money is being brought into the state via film this year: NC FILM – MID-YEAR ESTIMATES FOR 2014: $268 MILLION IN SPENDING, 19,000 JOB OPPORTUNITIES .

YellowDoor The feature film Yellow Footprints is plugging along.  They have officially open up offices yesterday and will be scouting locations this week. Writers are also heading into heading into town.  If you haven’t sent in your crew resumes yet, please do so at crew@snakebite.com.  The UPM has not been named yet, but will be announced within the next couple of weeks. Production begins in September.

NC FILM – MID-YEAR ESTIMATES FOR 2014: $268 MILLION IN SPENDING, 19,000 JOB OPPORTUNITIES 

PRESS RELEASE: NC Film Office Releases Mid-Year Estimates for 2014

Production plans reflect $268 million in spending, 19,000 job opportunities

RALEIGH, NC (July 25, 2014)  — Six months into 2014, the North Carolina Film Office reports an estimated production tally of $268 million in direct in-state spending and nearly 19,000 job opportunities for North Carolinians.

As of July 15, more than 40 productions had filed “intent to film” forms indicating that they have filmed or will film in the Tar Heel State. The resulting activity accounts for more than 3,300 production days spread across 35 of the state’s counties. The job opportunities include more than 3,000 crew positions for the North Carolina’s highly skilled film professionals, 500 well-paying talent opportunities and 15,000 background talent positions.

Highlights of the first half of 2014 include the return of production on the television series Under The Dome, Banshee and Sleepy Hollow and the upcoming new series Secrets & Lies as well as the studio feature films Max, The Longest Ride, Max Steel and the Untitled Armored Carproject.  Work has also been done on the independent films Ashby and Union Bound and national commercials for Biomet, Pepsi, and Xarelto plus lifestyle television shows Love It or List It and the Peabody Award winning A Chef’s Life.

The 2014 mid-year figures are a strong follow-up to 2013, which saw a record-breaking 5,000+ production days from more than 60 productions that created nearly 25,000 job opportunities, including more than 4,000 crew positions.  The 2014 mid-year figures eclipse last year’s total direct in-state spending mark of more than $254 million by productions.

During the past six years, productions have had a direct in-state spend of more than $1.3 billion.

The North Carolina Film Office is part of the state Division of Tourism, Film and Sports Development within the North Carolina Department of Commerce. Its primary responsibilities are to recruit productions to North Carolina by marketing the state’s assets, which include the film incentive, the crew base, established infrastructure and locations statewide. The NCFO also assists productions with securing permits and handling other logistics and works hand-in-hand with film commissions in the Wilmington, Research Triangle, Piedmont Triad, Charlotte and Western regions.

Wilmington based, Dan Burke is loving this!  His British Taxis have been hired to represent the new show Gotham (Fox). They have dressed the vehicles up as Gotham PD cars! They have four of them giving free rides to fans.  It’s been causing quite a stir on instagram!  What? A local Wilmington business is getting money from Hollywood? Now, that’s a Hollywood Handout!

jasonmottBig Wilmywood birthday wishes to go out today! First off, happy birthday to North Carolina boy Jason Mott! You know Jason! He’s the guy who writes books when he isn’t writing poetry or racing cars. He wrote a little novel called The Returned and then it was turned into a TV show called Resurrection and it’s returning this fall to ABC. Mr. Mott has a new novel ready for pre-order called The Wonder Of All Things. Happy Birthday Jason!

In case you didn’t know, Tom plays Ichabod Crane on the FOX series Sleepy Hollow. (but you knew that didn’t you??) Wilmington local Scott Lope at San Diego Comic Con’s Sleepy Hollow Experience

Get your Comic Con on baby!  The San Diego Comic Con has got three of our Wilmywood productions on the table: Sleepy Hollow, Under the Dome and Max Steel. Folks attending the Con get the chance to check out exclusive clips of our favorite shows, plus can attend the panel discussion and fan Q&As.  But the coolest things coming out of Wilmywood is…okay well there are two!  Max Steel is bringing out the Max Steel and Dread suits!  And Sleepy Hollow is giving fans an Oculus Rift Virtual Reality experience with Ichabod and Headless.  I will have all the details later today at EW.com.

Also coming out of North Carolina is Kevin Smith’s Tusk which will be in theaters on September 19. The movie stars Justin Long, Haley Joel Osment, Michael Parks, and Genesis Rodriguez.  Now Kevin has been super secretive about this flick, but finally some light will be shed on this project as he is debuting the trailer at the SDCC.
